I see these spellings used interchangeably, for example

operational excellence / operations excellence
operational management / operations management

Can you help me with a quick brush up on the rules :-)

Operations means "The division of an organization that carries out the major planning and operating functions.", so operations excellence would be the excellence of the division of an organization, whereas operational excellence would be the excellence pertaining to a process or series of actions for achieving a result. The former is a group of people or the entity, and the latter being the process.
