the Russian такса is not from English tax, it comes from German I guess and means "[fee]rate"

agree Eng-Rus/Rus-Eng : I see now. I still like "fees" more. In the US, people use таксы for tax (which is, of course, a barbarism or something of that nature) hence the previous guess
