Das Erlauben von Folgefahrten stützt sich auf die Zielsignal-Haltprüfung, welche die **Fahrt- und Haltstellung des Zielsignals** überwacht. Eine vorzeitige Zulassung einer Folgefahrt kann im Fehlerfall nur dann erteilt werden, wenn der überwachte Signalbegriff verfälscht ist.
Zielsignal = destination signal
überwachen = monitor
Signalfahrtstellung = clearing a signal
Signalhaltstellung = setting a signal to stop
Signal in Haltstellung = Signal at danger, stop signal, closed position
Signal in Fahrtstellung = line-clear signal
"To monitor the clearing of a signal and its setting to stop" -> this does not sound English at all
Any ideas for improvement?

I'd keep it simple: to monitor the status of signal aspects
On a different note:
Zielsignal = target signal (I don't think destination signal is correct)
You could also include "halt" (or "stop") and "clear" (or "proceed) signal aspect, but I don't think it's necessary...
