Several years ago it was decided that the benefits involved with "mixed medical practice" couldn't keep up with ever changing medical technologies, drugs etc. so "special or specified medical care coverage" was introduced.

特定療養費制度 [ Specified medical care coverage system ]
読み方 ： とくていりょうようひせいど
特定療養費制度とは、昭和59（1984）年の健康保険法の改正により導入された、自由診療の一部を保険で給付する制度。
特定療養費制度は、「特定承認保健医療機関」で保険の適用外となる高度先進医療や追加的な医療サービス（選択医療）を受けた時に限り、全療養にかかる費用のうち、診察料・薬剤料・入院料などの基礎的部分について「特定療養費」としての給付を受けられる。平成18（2006）年10月より内容はそのままで「保険外併用療養費制度」と名称変更になった。
