io userei "service", ma è solo un parere. in realtà poche voci sono perfettamente sovrapponibili nelle varie lingue quando si parla di uffici vari, di conseguenza spetta tanto al traduttore scegliere termini che stilisticamente meglio si adattano al contesto.

I don't see any problem. The headline is health care deparment. I don't see any other word but "field".
