: It's essentially the opposite. The expression doesn't refer to the soap opera watcher but to the attitude of man being interviewed, who is critical of the former and of soap opera watching.

It (the soap opera) doesn't even stop there!
What I gather here is that even though the character is in dire straits, and the news could be more helpful than the soap opera, that person insists on watching the soap opera, therefore, it doesn't even stop there! It is addictive!

Not to give a hoot
In fact the man is disparaging persons ensnared by sopa operas, and the he says "I don't care for soap operas at all". Since it is an idiom, I beleieve "I don't give a hoot" is more suitable.

There's no stopping it (watching soap operas)
As per rosa paredes's opinion, and as per context: 'Y entonces a lo mejor tienes el agua aquí arriba y estás con la novela", meaning that people might be drowning in troubles/difficulties but that won't stop them from watching soap operas (if they're into it.)
