It's a tricky phrase to render exactly.

What it effectively means is that the information leaflets need to be deposited in places where people looking for them will be sure to find them.

PS: as I understand "Fachinformation", it means a physician information leaflet, not a patient information leaflet. E.g. in a box of IV solutions there is a leaflet for the hospital staff - it's not addressed to patients, though these leaflets are publicly accessible.
Directive 2001/83/EG refers to "Packungsbeilage" in German and "Package leaflet" in English - these terms seem to cover both patient and physician leaflets.
The FDA has "Label" for the professional info and "Patient Package Insert" for the patient leaflet. But I'd be wary of using the specific FDA term if not sure whether the leaflet in question is drawn up exactly according to the FDA definition. The non-official "physician information leaflet" might be better as a way of hinting that it is not necessarily that exact format. Possibly a note referring to the German law which defines the Fachinformation would be good.
