Let me describe it a bit. It's for some software that displays a grid over a map of the ocean. So there are different spaces on the map that represent distances in real life. I think this 1.5分四方 is referring to distance on that grid... perhaps it's "1.5 spaces on the grid" is about 2,778 m?

In nautical context this 分 refers to a minute of arc (or nautical mile = 1852 meters). And since this is measured around the enter of the ship it has to describe a circle (or a sphere). In my opinion 四方 in this context is just "in every direction".
