Commitment? Salary? (the original's in Catalan, excuse any spelling mistakes). Academic text on councillors & mayors etc. Previous ProZ answers don't really work.
Con referencia a las condiciones en que se desarrolla las funciones y el régimen de dedicaciones al cargo, la legislación establece las grandes tipologías posibles etc.

I think it refers to the kind of job the employee takes, full time, part time or else. It will carry a remuneration attached, but if I'm not misreading the text refers to the job itself.

We wouldn't translate it literally in English. This is how the idea is conveyed. Persons who are not employed full- or part-time, receive some other form of compensation (emoluments) for their services and usually to not have any benefits.
