Szövegkörnyezet A városvezetés a lovak közé dobta a gyeplőt [feladta eddigi tevékenységét], így a város most irányítás nélkül halad a szakadék felé. Igazából a teljes kilátástalanságot ill. a küzdelem feladását kellene hangsúlyoznom.

When it comes to idioms... John is right. It is especially important to give as much context as possible when searching for the meaning of idioms, because in one culture you may use only one idiom for one situation, while in other cultures and other languages you may have a handful of colorful idioms for the same situation, depending who caused the situation, or if you are looking it as being part of it or you only visually experience it, etc.

Egyaltalan nem vagyok biztos benne, hogy pontosan mit takar a magyar kifejezes. a "throw the cart before the horse" kifejezest egy impulziv, hirtelen felindulasbol eredo, atgondolatlan muveletre ertik, ami altalaban nemcsakhogy ertelmetlen, de a megoldast hatraltatja.

to "throw in the towel," is another usual expression, in other words, to give up, to let go, to abdicate...
