Norwegian (Bokmal) term or phrase: pantsette en bil
What is the proper word for "pantsette" when it comes to cars? I have only seen "morgage" used for houses and other non-moving properties, but I do not think that includes cars, boats, etc. ?

I am translating a small clause that says that a rental car must not "pantsettes" during the rental period.

pledge an automobile/car/vehicle as collateral
Explanation:
You're right, vehicles are not commonly "mortgaged" in the U.S. in the same way as real estate. You might hear of "chattel mortgages" of vehicles, mobile homes, etc. in some U.S. states, but that term is used chiefly these days in the U.K. and some of its former colonies.

Movable personal property such as a vehicle or large piece of equipment (aka a "chattel" or "chattel property") is ordinarily "pledged as collateral" these days to secure a loan. The sample sentence below is from a loan application at the reference link.
