am cautat din cauza ca expresia "curte exceptionala" nu mi se pare prea potrivita cu contextul deoarece o curte exceptionala nu intervine la Curtea Constitutionala ci Curtea Constitutionala se reuneste exceptional in cazuri de interventii legislative exceptionale cum se intimpla des in Europa de Est (inclusiv Ungaria dupa cum se poate vedea)
