Può andare "communes and neighbourhoods?"
O semplicemente "town council" "municipality" per "comune"e "administrative district" per circondario?
Forse "administrative district" va meglio perchè ha un significato politico rispetto a neighbourhoods che mi sembra più generale.

Ok per "municipalities", metterei "boroughs" perchè dà l'idea dell'area amministrativa che in italiano è il circondario, inteso come ambito territoriale di gravitazione di una città o di competenza di un ufficio.
