This is kind of like saying "walk on by" (as in walks by you and doesn't stop) but changing it to rock, because he's a rock star kinda guy. So it's like an attitude. "Rock on by" I think is part of the "look", and then it goes on to describe what type of clothing he's wearing.
Just my interpretation, though!
