I think that your first suggestion: "trámite" is probably right, because this isn't referring to a transaction, but to a bureaucratic procedure and the word "trámite" is used on Argentine websites that discuss how to obtain birth certificates and other personal documents. If you look at the website cited below, it refers to a "Guía de Trámites"
