“Otryad korabley” is translated into English as “detachment” (MultiLex 2.0). The more specific expression would be “naval detachment” (I found many examples of “naval detachment” on the web; however, “active naval detachment” does not exist). One way to render this term is to write “active detachment of vessels” (see the example below):

Because "force" is "a body (as of troops or ships) assigned to a military pupose, while "detachment" most frequently means "a permanently organized separate unit usu. smaller than a platoon and different in composition from normal units".

I would like to send another answer, if I could. Please also consider using "acting" instead of "active". "Acting Detachment" is more common, and can sound more natural and less misleading (e.g. "Acting Detachment Commander". See an example of "acting detachment" below:
