The noun "förklaring" is what I am looking for in English. Hard to give more context without showing too much of the text.

Patent law. The applicant has sent a "framställning" to PRV demanding a "förklaring" that the fee has been paid on time. (Thanks everyone for all the suggestions - I hope we can together find the exact appropriate word!)

Which law? Can you at least identify the law involved here, e.g., is it Lag (1998:603) om verkställighet av sluten ungdomsvård, or another? It might make a substantial difference for the translation.

Dec. goes well with: ska förklaras godkända, so declared approved, whereas deposition would not: deposed approved.
