A package in the UK also includes health insurance, car allowance, life insurance, bicycle subsidy and all manner of other perks. Could this just be basic pay grading?

The concrete terms used clearly suggest ... ... that this is about unions' and employers' bargaining, not about feed-in tarrifs. Especially the "Tarifrunde" and "tarifpolitisch". Using these terms for negotations about feed-in tariffs would be a clear abuse, and is quite unlikely. But you're right Paul that this seems confusing at first sight.

context? is this about workers' pay as opolt suggests or about the rates for remuneration of energy providers/generators as your heading might lead us to believe?

I would call this ... ... a "pay package" or a "compensation package" which at least in Germany includes the basic monthly or hourly wage/rate scheme, plus other benefits such as holiday/vacation pay, and maybe "fringe" benefits, e.g. "Weihnachtsgeld" etc.
