@Inge. What if you change your entry "to prohibition on building coverage and fencing"? And then let's see the comments. I am afraid development has a different meaning when a plot is concerned.

Hi Inge! The context is a land register entry (I have the extract) in the column encumbrances and limitations. Just in case, it was not clear from the reference I wrote in the first sentence. thanks.

You cannot build on or fence in the plot of land. I would not recommend buying it for a house, or keeping horses on. :) Edit - in addition to fencing, they would also object to hedges or other enclosure as you rightly put in your query.

Einfriedung = fencing - used that in a translation recently myself. (assuming of course you mean fencing of a property, otherwise enclosure of a very large tract of land)
Überbauung = depending on your context that woud surely mean development or redevelopment or similar.
