a man's been charged for fraudulent marriage in the US and ordered deported. Then, the text goes, "he was placed in immobile proceedings and has been basically a wanted person pending that deportation order since".

It doesn't look like "placed in immobile proceedings" could be "filed away", since the man was not put into jail...
nego je ostao u SAD, dok se sad nije uhvatio na nečem drugom...

Da to nije "ad acta", kad je sudac već odredio deportaciju, pa su "proceedings" sada "immobile"?
