is how I've always translated it. With or without hyphen. Plural form also in IATE. I believe it's synonymous with maatschappelijk middenveld.

NGOs
Meaning non-governmental organisations.
"Civil-society organisations" is one possible translation, but NGOs is far more common. This is from the Wikipedia entry on "civil society":
"Civil societies are often populated by organizations such as registered charities, development non-governmental organizations, community groups, women's organizations, faith-based organizations, professional associations, trade unions, self-help groups, social movements, business associations, coalitions and advocacy groups."
That, to me, means NGOs.
