"Aquele final do ano de 2010 tinha sido duro. Recessão e FMI eram termos que enchiam as bocas e minavam as ideias de quem necessitava, com urgência, de encontrar soluções."

It seems to me that (the terms recessãoion e FMI) "shook the ideas of those who needed, urgently, to find solutions".
"Minar" seems to cover diferent degrees of gravity, so it could be shook, rattled, undermined...
