I believe this term is typically used In Banking/Financial field as a measure of a bank's exposure to evaluate & manage its capital requirements according to Basle Capital Adequacy Convergence Accord .
it's simply the ratio of "risk-weighted assets" to "bank's capital"
It may be rendered as
نسبة الأصول المصرفية الخطرة
Or a bit long one , a definition actually (:
نسبة الأصول البنكية الخطرة إلي إجمالي الأصول البنكية

Also you may notice that this term is calculated oppositely to the term Capital adequacy ratio (CAR), also called Capital to Risk (Weighted) Assets Ratio (CRAR) which is ratio of "bank's capital" to "risk-weighted assets" .
