saggar filling machine

This is a machine used to make saggar-fired ceramics. Saggars are molds, and this machine is used to pack the molds. The technique is not commonly used anymore in industry (see below for an article about attempts to keep the technology alive by incorporating it into modern industrial processes). I did find a reference to an industrial machine manufactured in PA, and they called it a "saggar filling machine" (see below).

My confidence level should have been a 3 rather than a 4. I'm quite sure that this has something to do with pottery firing and/or tile making, but I'm not confident about the name. The context might help you figure out what's going on.

To clarify, the saggars themselves are not molds, but rather protective boxes. The ceramics to be fired are placed inside these boxes, sometimes after the boxes are filled with protective materials like sawdust. This PA machine seems to do the job of filling the saggars with the powders and sawdust, and the un-fired ceramics are presumably placed in the saggars thereafter.

There's also a possibility that this word refers more specifically to tile pressing. The following reference shows that the さや詰め装置 is one part of a tile press (the press part itself, perhaps):

In this case, I believe it is a sheath (protective covering) for a variety of products (such as wires, cable, etc.).
