By definition, yoke is "Fitted portion of garment, usually at shoulders or hips, designed to support rest of garment hanging from it" (from "Vogue Sewing"). It's not that mysterious than it sounds - I bet you see it everyday, unless you're a 100% T-shirt and buggy pants kind of guy!
Most jeans have back york, and man's shirts have back yoke panel. For woman's clothing, it often comes with additional effect, such as contrast yoke (different fabric), gathered/ruffled yoke, embroidered yoke, and so on.

--- I think that using the fashion industry term of "bodice" is appropriate here rather than using words like breast or chest area. Bodice is a more general term that refers to the upper part of the garment from the neck to the waist and no longer is merely the traditional word that refers to a “corset” type look.
