Firstly, this is a software question, is it not? In this context, Betrieb is nearly always operation. Upon reflection... I think it is referring to the operation of the software, i.e. investment in the software to ensure its continued function... I get what people are getting at with service and maintenance, but only software engineers would be performing servicing or maintenance of software. Perhaps... investment in the smooth operation or some other positive adjective (smooth probably isn't it) would be better?

Making sure it operates properly If this is SaaS (Software as a Service), the client will be 'operating' it and the supplier will be ensuring that it continues to operate as intended, IOW 'maintenance' (see first answer posted).

In this context I think betrieb is just another word for service, as in maintenance, etc.

operation /operating (see exlanatory remark below)

when listing: Service/Support/ Betrieb, I ´d also use a noun, i.e. Operations; when the term occurs the second time, I´d say (no investment in their) operating
