You need to think like a programmer to understand this. We often say “We talk to the mail system”, “We can talk to such-a-such system”. Although the text says “you” (or “we” or any other personal pronoun), the implication is that, as a creator of an application or other module, we are speaking for the application we create.

I think you are the only one who has the correct interpretation of "person's contact." Obviously, the "person" here does not refer to the user. It might mean the text sender. And the "contacts" here means the contact information (including tel #) that is registered in the phone.

talk to 在程序的开发是常用的术语，指模块之间（这里是指应用程序跟操作系统之间）使用某种协议进行通讯，跟说话完全没有关系。

if you do it responsibly 中的responsibly其主体是you，而不是applications。
所以，所以应用程序有必要 “负责任”说不通，因为即使是“负责任地”，也不是应用程序，而是you。

text system不是短信系统，而是手机的文本系统，如文本视窗之类的东西。
