O conceito de "locking in" que eu conheço parace ser oposto ao que é indicado no texto. Uma vez que é no sentido de manter, prender, continuar a fazer, garantir, ou até mesmo complementar.

Aqui avoid and lock in high carbon infrastructure parecem ser medidas benéficas, tomadas na mesma direção ou intenção: a de proteger o planeta e aumentar a qualidade de vida das pessoas.

Seria algo como: "limitar" ou mais no sentido de "restingir", "dificultar"?
