If I understand correctly, the floor is 10 mm lower to allow some kind of flooring such as wood, tiles to be laid on top. I can't think of what undanhåll could be in English and can't find anything on Google.
PS I assume that fg means färdig golv

If undanhåll refers to a 10mm lower floor surface, I suggest you use "allow for", e. g. "...allowing for 10 mm of flooring.".
