I don't think "massive" and "turnout" collocate well, especially with "produce" so I checked the ghits
"produce a massive turnout" =51 ghits;
"generate a massive turnout" gets 90 ghits
whereas this "generate a large turnout"= 2,570
and using "...huge" =3,380.

This use of "convocatoria" is easier to render by paraphrasing. They mean that the social networks , while able to create "flash mobs", are unable to get vast numbers of pèople to turn out for events (such as demos, or in this case maybe to vote in elections...)

: many kudos answers are similar, but not necessarily exact synonyms. I didn't like your collocation "large masses of" nor paragonbicult's "massive turnout" which is why I posted alternative rather than just agreeing!//indeed!:-)

"Mobilise" is perfect, if you ask me!
