This is the meaning given in the Grande Dicionário da Língua Portuguesa. The acáciano is a reference to Conselheiro Acácio in Primo Basílio by Eça de Queiroz, who only says "obviedades", Like the verités de M. de la Palisse.

My interpretation after reading the definition posted by Luciano. I understand it to be pompous and at the same time without any real substance.
