"The target reductions above are based on a combination of the ***build mix*** and the energy intensity of the buildings modelled.
Based on the ***build mix*** alone, the percentages above would yield an overall improvement greater than 25%; however, when the energy intensity of these buildings is taken into account the overall improvement is 25%. In particular, the higher than average energy intensity of a retail unit in use (and to a lesser extent the hotel) counters the much higher build rate for the warehouse, as the warehouse has a much lower energy intensity."
