Yes, it's "stehe" because it's indirect speech. Otherwise it would be "steht".

Lack of understanding I can't help the feeling that you don't understand the syntax: "zur Disposition stehen" would be the infinitive. It basically means that everything (alles) is open for negotiation, that discussions have to/can start about what should be done.

everything is still up for discussion

seems like the connotation of the German text is slightly more negative than "open options", which is a pretty upbeat way of saying that nothing has been decided yet. "Everything is still up for discussion" is perhaps a little more neutral.
