Is this something like 'main focus'? The majority of refs I find for the literal 'nodal point' are related to cameras.

I think this works nicely in the context. 'Culminate' implies reaching a peak, which is a kind of a point. In any case, the text is rhetorical and I don't think it's crucial to preserve the precise semantic meaning here. It's about a sweep of trends that come together and get reflected in the referendum.
