Can anyone shed light on what exactly this is? It appears in the following contexts, among others:

transfer/registration

I don't think "tahta" needs to be translated...
Officially, there are two registration periods during the season and the clubs are allowed to transfer players during those periods.(Ref-1)
If there is a transfer/registration ban (or embargo, if you will), you are not allowed to transfer/register players. (transfer tahtasının kapatılması).
"Transfer tahtasının açılması" would be "lifting the transfer/registration ban/embargo.
