Or, better yet, the other way around, Cost of Goods Sold allowed.
No matter how you decide to translate this, it will still sound pretty ridiculous under GAAP rules since 1) none of the line items listed bellow are usually included in the COGS; and 2) there is no such thing as "allowed" (well, not in the US anyway) amounts for any of them. Any legitimate expenses are always allowed no matter what they amount to.

: А где же "отнесение на себестоимость"? В этом же вся суть! А она абсолют. не передана в этом варианте пер., оцененном самим атвором на 5 (!) баллов. Ведь перечисляются затраты, кот. подлежат вычету из налог. базы, скорее всего, для целей налога на прибыль

Short and nice. If you look at the listed items (insurance premiums/contributions, interest payments...), you'll see they are not "costs," but rather "expenses."
While fully agreeing with the other Answerers who are technically right, I'm still throwing in my two cents, b/c I'm positive that this is what the RU wants to say and this is more idiomatic in EN to boot. As simple as that. No need to even bother translating the old Marxist term "себестоимость" in what seems to be purely accounting/tax context. See my discussion post for more details.

Предлагаемые варианты перевода выстраданы многолетним общением и с тетушками из российского Минфина (и МНС), и дядюшками из американского Treasury (включая IRS) в рамках проекта «Tax Reform in Russia» и бесконечных учебных курсов OECD. Поэтому убежден, что выражение «отнесение на себестоимость…» у русскоязычного бухгалтера вызывает точно такие же ассоциации НА КОНЦЕПТУАЛЬНОМ УРОВНЕ, как «deductibility of expenses» у его англоязычного коллеги – сразу и в точку. Ибо здесь речь идет только об определяемой государством (в лице Минфина) УЧЕТНОЙ ПОЛИТИКЕ хозяйствующих субъектов в отношении СОСТАВА ЗАТРАТ (еще один популярный среди русскоязычных бухгалтеров и налоговых юристов термин). In the meantime I canvassed (on the phone) ten (!) Минфин and ФНС РФ specialists asking them to find a synonym to the term «отнести затраты на себестоимость» in Russian and guess what ALL the respondents came up with: «принимать к вычету» для целей налога на прибыль (или вариант: «в уменьшение налоговой базы»). IRS people call it (and I don’t have to physically live in the States to know this for a fact!) “deductible expenses, or expenses allowed for deduction.” Quod erat demonstrandum.
Кстати, далеко не все фактически понесенные и «сидящие» в себестоимости расходы принимаются к вычету в уменьшение налоговой базы, а только суммы, не превышающие «пределы установленных лимитов (нормативов)» (вот еще одно «мало-масляное», но именно эта формулировка закреплена в инструкциях российского Минфина), т.е. именно эти затраты и перечисляются в переводимом Аскером документе!
PS. Эта бессмертная фраза – из комедии «Иван Вас-ч меняет профессию». Из домоуправов – в цари!

2) Это не судебный перевод, где, действительно, шаг влево или вправо приравнивается к perjury. Письменный переводчик должен передать СУТЬ и СМЫСЛ исходника, опираясь на свои знания предмета, а не удобный набор непонятных целевой аудитории калек (от слова "калька").
The key word here should be “deductibility,” b/c this is exactly what the Russian wants to say.
Both Answerers are technically right and their translation options do the job, but in order to make this tax related concept expressed in a traditional RU manner clearer to an EN/AM reader (presumably familiar with GAAP principles) I’d suggest adding this magic word: “deductibility” or “allowed for deduction.” So, I’d transform The Misha’s option into “Cost of Goods Sold allowed for deduction” and Angela’s into “Standard Deductible Allowances for Attributing to Cost of Goods Sold.” And that would be hit the spot-on 100%!
