That's all it has. I understand that it's a fishing net that has some kind of device that won't allow turtles to get caught in it, but does anyone know a nice and shorter way to say this?

It's a niggling point, but "exclusion" is more common than "-excluding". (61 Google hits vs. 18)

turtle-safe net

If you want a more informal way of saying it. This terminology is used in everyday speech about dolphins (dolphin-safe tuna fishing)and I found some websites that use the term as well as the more formal TED. It depends on your audience, but you might want to use either or both terms depending on how much they can be expected to know about turtle-safe fishing devices.

FYI, the term can also be applied to the product (turtle-safe shrimp would be shrimp that was caught without injuring any turtles).

Me again.
In my website search, I also noticed that the correct term seems to be "turtle excluder devices" rather than exlcusion or excluding...

"Shrimp fishers who use only nets equipped with a simple device called a Turtle Excluder Device, and sign contracts with Earth Island agreeing to participate in the monitoring program, are certified as Turtle-Safe..."

"turtle excluder devices or TEDs are "trap doors" within shrimp nets that allow sea turtles to freely escape if mistakenly caught..."

If you punch "turtle" and "safe" or "excluder" or "TED" into a search engine, hundreds of sites will pop up. Who knew?...
