That's all it has. I understand that it's a fishing net that has some kind of device that won't allow turtles to get caught in it, but does anyone know a nice and shorter way to say this?

This terminology is used in everyday speech about dolphins (dolphin-safe tuna fishing)and I found some websites that use the term as well as the more formal TED. It depends on your audience, but you might want to use either or both terms depending on how much they can be expected to know about turtle-safe fishing devices.
FYI, the term can also be applied to the product (turtle-safe shrimp would be shrimp that was caught without injuring any turtles).
