In this case, I am not sure about the meaning as well as the translation. If "open costs calculation" is acceptable in English, what does it mean?

fixed vs. sliding price? it is probably open vs. gesloten calculatie, where in the open calculatie there is a settlement based on actual expenses at the end of contract, while in gesloten calculatie agreement includes a fixed fee.
