Easy to understand It means that this device passes (= feeds) power through to all of the 'ports' (= sockets, connectors, etc.)

I have a thing a bit like this in my loft: it is a spliter for the satellite signal, it feeds power from the main decoder up to power the LNB, but the secondary signal output (for a second decoder) has the power blocked, so that the decoders are not trying to feed pwoer into one another!

what's the full description of this contraption - that might give a clue?
"ports" are obviously not "ports" as in PC hardware or PC software.
