Or "descending pain modulation pathways".

I actually just finished editing a paper that studied this pathway.

Control could be used too but modulation or modulatory seems more common to me.

I think this is the correct term. You have to separate "pain modulation" from the "descending pathways" and then unite them together.
This is sound medical terminology.
