Beginning the translation with "In the policy of" is probably not a good idea; it would sound strange, at best. I think the writer means "in line with the policy..." (or "in keeping with"). As for "abundar," it basically means to agree (without any intensifier), so perhaps "to express" or "convey" agreement would be a good option.

Sounds like they're trying to march in lock step with Washington because they're trying to be included in "first world countries."
Abundar = abound is too literal.
Here is a definition (last one in series) where abundar means to agree with.
