to raise an invoice ON suppliers

Si tratta di standard operativi di vendita.
Nel capitoletto "Supplier Funding", al paragrafo "Deferred Credit Process (for off-terms income)", lo standard inadeguato recita: "Debit Notes/ invoices are *raised on suppliers* AND credit is taken to P&L, without written documentation from suppliers".
Lo standard adeguato invece recita: "If supplier confirmation has not been received, then Debit Notes/ Invoices may still be *raised on suppliers*, but credit NOT taken to P&L, only with the agreement of the FD. Credit can ONLY be taken to P&L when supplier confirmation received".
Dalle mie ricerche risulta che "to raise an invoice" significa creare una fattura, la fase precedente all'emissione e al pagamento della stessa, ma qui non capisco... Non dovrebbe essere "invoices are raised BY suppliers"? Si tratta di un errore nell'inglese (non è stato scritto da madrelingua) o significa qualcos'altro?

no il testo è corretto, perché non parla di semplici fatture, bensì di "Debit Notes/Invoices", che in italiano sono "note/fatture di addebito".
Una nota di addebito consiste in una specie di fattura che il cliente emette nei confronti del fornitore poiché il cliente deve essere rimborsato per qualche motivo, ad es. a causa di merce difettosa consegnata dal fornitore.
