How about ‘risk management scope’ (to cover the entire meaning as defined in your own text), which has the added benefit of also actually being used in a risk management context.

you and I posted at the exact same time, Michael had posted 'space to plan' and I thought this could be a good option. what is the difference in a sentence with room for manoeuvre or space to plan? I don't get your point

But in the salary-cap era, front-loading contracts and exorbitant signing bonuses severely hamper a franchise's room for manoeuvre and ability to challenge individuals with avarice in their hearts.

However, this doesn't sound great and is probably best rewritten so as to avoid having to try and translate the rather peculiar use of the phrase 'regelruimte' here.
