I would see this as comparable to a tenancy bond held by a landlord which is depositied by a tenant on occupying premises and forfeited (becomes property of the landlord in whole or in part) if the tenant causes damage or removes items from the premises on vacating.

: in this context, certainly. Also, in the case of employment bonds where the employee leaves before the end of the bonded term. In other contexts, not necessarily.
