Judging from what appears to be the context, I'd say this is the sort of process that is going on here — though i'm very far from sure, of coursej, just how bes to express that in FR!

OK, so according to your added context, we do indeed have 'confirmation' prior to onward processing — this seems to corroborate my suggestion of 'valider'.
This is a common enough usage of 'release' in a business context — for example, releasing an invoice for payment once the department has checked that the goods have indeed been received correctly.

d'achat. "Emettre" convient si "purchase requisition" est une formalisation de l'achat. Par contre, "valider" convient s'il s'agit d'une opération de traitement comme le dit Tony, dans la poursuite du processus. Simple avis !
