Typo? This seems likely to be a typo, as it seems to be some kind of occupational health context? I suspect it is 'rest', possibly an original typo compounded by an overly-helpful spell-checker. For example, if I accidentally typed 'fest' or 'dest' (keys adjacent to 'R'), the spell checker would likely suggest vest / test / rest / lest as corrections, and it is all too easy in haste to pick the wrong one.
