Just an alternative idea. Masatsugu Itoh joined the company after graduation and rose through the ranks to the top position. As far as I can see, he never left the company. I think the term プロパー入社 expresses the sense that he had been a Kagome employee through and through, and that he wasn't headhunted for the position.

Literal translation is "proper" employment, but permanent employment is probably better. This term is used as opposed to temporary staff, or contracted staff.
