You would have thought "non-distorsionary" would be the right term, and it's used here by an author from the Sloan School of Management at MIT, who ought to know what he's talking about:
"Income taxes produce a more volatile revenue than royalties and a government worried with revenue volatility shifts the tax mixture toward royalties, a more distortionary tax."

But generally "non-distorsionary" seems to be used in foreign sources and "non-distorting" is actually much more common:

: If you translate it this way, it needs an object, such as "the market" or "competition". It doesn't make sense on its own.

Certainly. The subject is, obviously, "impuesto a la renta". "Non distorting is also an option, of course. I prefer to keep things simple.
