The text is handwritten on the back of a painting (contemporary art). The owner tries to identify the language in which it was written and what the text says.

This is not a Mongolian script
This script looks similar to Old Mongolian script but this is not a case.

Pretty close to Tibetan
The text has many numbers which are common to both traditional Mongolian and Tibetan scripts. And the rest of the characters look like Tibetan scripts. So, may be you should ask help from Tibetan translators or speakers. Please visit the link I provided to look at the Tibetan letters and numbers.
