Oberwald, Oberwelder, Oberwalds
It's signed by someone in the City Magistrate's Office (Dept. 61) of Vienna and dated in October of 1989.
The term appears underneath the signature line, and the last letter or so is illegible to me.
My Austrian German is not exactly tip top, so I can't make out what exactly this term might be to cross reference it in a lexicon.

I'm sure it's rather simple for someone more experienced with government issued documents of this type, but any help deciphering and translating it based on the linked image would be appreciated.

As for the Oberwald__?? underneath, I added a footnote next to it stating that the scan for this source term was illegible, but I have to do my due diligence before signing off on the project and issuing a certificate of accuracy. In addition, this is not someone from a magistrate's office. The definition of a magistrate is:
A civil officer or lay judge who administers the law, esp. one who conducts a court that deals with minor offenses.
